As he introduces himself to the toys, Buzz describes his "occupation" as a member of an elite universal protection unit to protect the galaxy from Zurg. As alternative, you can use recording apps like Fraps or Bandicam and limit recording speed to 30 fps maximum.Although Zurg doesn't actually appear in the first Toy Story movie he is, however, mentioned numerous times throughout the film. To beat Emperor Zurg you must limit the framerate of the game to 30 fps, check PCGW guide how to do that. Many players has troubles with boss level of Emperor Zurg - he can not be beaten because the game was designed for 30 fps maximum, and on modern systems game works faster. If you have black screen on startup or in-game FMVs doesn't work - install dgVoodoo configuration in combination with Toy Story 2 Fix (that config was made thanks to PCGW guide).

Don't forget to close rundll32.exe process in Task Manager after finishing playing. Now try to launch the game again, it must work. Close toy2.exe but don't touch rundll32.exe (it's a Windows app for running old apps from 32-bit operational systems, most old games running through rundll32.exe).

Right click on toy2.exe - Properties - Compatibility - Set "Run this app in compatibility mode with Windows 95/98, Windows 2000 or Windows XP". If the game doesn't run - open the directory with the game and find toy2.exe.
